Kirby is a training consultant and served as the lead law enforcement instructor in a 3-day National Highway Institute (NHI) course entitled Bicycle and Pedestrian Safety and Accommodation, which was sponsored by both the National Highway Traffic Safety Administration (NHTSA) and Federal Highway Administration (FHWA)
As a bicycle safety expert and consultant, he has provided information and clarity in cases involving cycling-related crashes and fatalities. Police crash reports may be flawed or deficient. Few police officers and troopers are specially trained in bicycle laws or investigating bicycle crashes and some may have an anti-bicycle bias. In several cases around the country Mr. Beck has shown that the conclusions made in police crash reports were either incorrect or incomplete.
Mr. Beck is an expert in issues involving:
- Proper, safe and legal riding techniques
- Bike/pedestrian laws
- Common crash types / causation and human factors
- Nighttime and conspicuity issues
- Common cycling hazards and countermeasures
